What work is the word “actually” doing in the following

who actually know something

taken from here? (The author of the above routinely uses variations of ‘to actually know’ and I don’t actually know what he means by the phrase.) How does it differ from the student who told me that they “really believe” (that the state of nature in Hobbes was a terrible, terrible place)?
